As said, the question is not that I can't restart PSP quickly after closing it down, but I can't restart it all, even after waiting for many hours without rebooting the computer. As said, for me, that is totally unnecessary. I have tried to remove all Manage functionalities from the settings, as I do not need them and read somewhere that problem may be caused by PSP indexing all the photos on my computer. The problem, however got worse, and is now very annoying. I experienced same type of problems when running the program on Windows 7, but I thought that I would get rid of them when updating to a new computer with Win 10. I have a Windows 10 and nVidia GeForce display driver, both updated to the latest version. If it is there, stopping the process helps, but if it is not, the only way to restart it is to restart the computer. Sometimes there is PSP 2020 in the Task Manager background processes, but usually not. Every time I close Paintshop Pro 2020 (Ultimate) it hangs and does not restart even if wait for hours before restarting.
